About the Role
The United Nations Capital Development Fund (UNCDF) is seeking a Programme Management Specialist to lead the coordination, operations, financial oversight, and strategic planning for several key initiatives. This is a home-based position, and you will work with programs focused on digital finance, small and medium-sized enterprises (SMEs), and micro, small, and medium-sized enterprises (MSMEs).
You’ll be part of a team that aims to mobilize capital for sustainable development, helping to build inclusive and resilient economies in some of the world’s most vulnerable communities.
Key Responsibilities
As the Programme Management Specialist, you will be responsible for four main areas:
- Programme Implementation & Oversight: Support the design and implementation of program strategies, draft project documents and donor agreements, and coordinate reporting and work plans.
- Operational Support: Guide the procurement and recruitment processes, including drafting terms of reference and ensuring quality assurance.
- Monitoring, Evaluation, and Reporting: Track program performance, support the development of monitoring and evaluation frameworks, and lead data collection for systems like Quantum and EU OPSYS.
- Financial & Resource Management: Oversee program budgets, ensure financial compliance with donor requirements, and manage staffing needs.
Required Qualifications
- Education: A Master’s degree in Business Administration, Public Administration, Economics, Political, or Social Sciences. A Bachelor’s degree with two additional years of experience will also be considered.
- Experience:
- Minimum of 5 years (with a Master’s) or 7 years (with a Bachelor’s) of experience in programme/project management.
- Prior experience working in Africa is required.
- Experience with UNCDF or another UN agency is essential.
- Knowledge of Oracle and Salesforce-based systems (e.g., Quantum) is desirable.
- Experience with financial management, results-based reporting, and donor coordination is highly valued.
- Languages: Fluency in both English and French is required.
